Is there a website creator where you can only let people go on it id they pay monthly?

I want to start an online magazine, but need a website builder like ipage.
The thing is, I want people to access it only if they pay monthly.
Anything that has those capabilities?

Not really sure what you’re trying to accomplish but wouldn’t you be better off purchasing a cpanel reseller? You could get a good one from Gazzin for around 6 dollars per month, then resell accounts at your own price. http://gazzin.com/
Inside cpanel there’s a load of features that you can enable for your clients including an installer and web builder. It seems to me to be the best and easiest option.
